The New York Times is reporting that developmentally disabled persons placed in state-run group nursing homes have been repeatedly exposed to physical, sexual, and psychological abuse at the hands of employees responsible for their care. Incredibly, only 25% of the documented cases of abuse were reported to the authorities. The remainder of the cases went unreported or otherwise undisclosed to the proper authorities. Most shockingly, the Times reports that the employees responsible for these reprehensible acts were often not disciplined; instead, they were routinely transferred to other homes where they could continue abusing the most vulnerable citizens.
